Adapun kenaikan tersebut berlaku kecuali untuk kelompok tertentu. Antara lain barang yang dibebaskan dari PPN adalah sembako meliputi beras, daging, telur hingga ikan dan susu. Begitu juga dengan jasa pendidikan, kesehatan, keuangan, tenaga kerja, asuransi serta air.
Sementara untuk tepung terigu, minyak goreng dan gujla industri hanya akan dikenakan PPN sebesar 11%.
Pemerintah memberikan diskon tarif listrik hingga 50% per 1 Januari 2025. Khususnya untuk pelanggan listrik di bawah 2.200 Volt Amphere (VA), seperti 1.300 VA, 900 Va.
Di samping itu diskon pajak juga diberikan kepada masyarakat yang ingin membeli rumah dengan Rp5 miliar atas Rp2 miliar pertama dengan skema diskon sebesar 100% untuk Januari-Juni 2025 dan diskon 50% untuk Juli-Desember 2025.
Kemudian insentif PPh21 yang ditanggung pemerintah bagi pekerja sektor padat karya dengan gaji sampai dengan Rp10 juta per bulan.
